Neighbourhood Planning Regulation 15 – Submission of Haworth, Cross Roads and Stanbury Neighbourhood Development Plan
In accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Haworth, Cross Roads and Stanbury Parish Council has now submitted the Haworth, Cross Roads and Stanbury Neighbourhood Development Plan (‘Neighbourhood Plan’) to the City of Bradford Metropolitan District Council (CBMDC). Welcome to the Haworth, Cross Roads and Stanbury Neighbourhood Development Plan
The Localism Act of 2011 gave communities the right to have a say in the Planning process when it introduced the Neighbourhood Development Plan (NDP). Up until then all decisions on planning policy in any area rested with a principal authority. Parish Councils could have their views heard as they were given an advisory role in the Planning process but the advent of NDPs some of the powers moved to the next level down in the local authority system.
The NDP gives Parish Councils, or in some cases Neighbourhood Forums, the opportunity to affect planning applications in their area and while the Government does not allow Parish Councils to refuse any planning applications with an NDP it does allow for policy on where development is allowed; what kind of development is allocated to a space and what the development can look like.
Haworth, Cross Roads and Stanbury surmounted the first hurdle when it was approved by the City of Bradford Metropolitan District Council as the proper authority to construct a Neighbourhood Development Plan in the Parish. Our parish Council was one of four in the Bradford district to be approved – our neighbours Oxenhope Parish Council were one of the other three approvals - and as part of the process we shall be working closely with Bradford and their planning department. We have been fortunate to secure technical assistance from expert bodies like Locality and Planning Aid England in helping us navigate the process of ‘planning the Plan’
